On May 30, the Urban Development Division of the Ministry of Housing and Urbanism issued Circular DDU No. 525, which informs of the regulations referred to in the second transitory article of Law No. 21. 718 on Expediting Construction Permits effective May 30, 2025, providing instructions to that effect (“DDU No. 525”). Among other matters, it establishes the deferred effectiveness of the rules related to the publicity obligations of the permits granted by the Municipal Works Directorates (“DOM”) and the SEREMI of Housing and Urbanism (“SEREMI MINVU”), in addition to the new deadlines for responding to permit applications; the negative administrative silence and the new regime of claims against the resolutions of the DOM.
